Azulai is a warm-hearted elderly Israeli cop, proud of his uniform, but too naive to discover an obvious culprit and too weak-hearted to arrest him.

With qualities like these, it is no wonder he is a failure and somewhat of an embarrassment to the force.

After 20 years of service, Azulai's contract with the police force is about to expire, and it looks very likely that he will be retired without rank and only on a modest pension. Though his superiors are fond of him, they feel they cannot retain him on the force —he is too much of a liability—but none of his superior officers are able to look into his bright blue eyes and break the sad news to him. The local criminals, on the other hand, are more than a little reluctant to see their favourite cop leave them in the clutches of an efficient law enforcement officer.
